NCC Chamber 97th Annual Dinner!

David S. Swayze joined Parkowski, Guerke & Swayze as a Director in June 2003. He concentrates his practice in the areas of financial services regulation, government relations, legislation, environmental, administrative and commercial law. He graduated from the University of Pennsylvania Law School in 1969, and received his A.B in political science, magna cum laude, from Princeton University. Mr. Swayze is a former Legal Counsel, Chief of Staff and Executive Assistant to the Governor of Delaware, the former City Solicitor of Wilmington, and the former Chair of the Wilmington Housing Authority.  He also served as Managing Partner of the Delaware offices of Duane Morris from 1985 until 2000.
With respect to his financial services regulatory practice, Mr. Swayze has developed a significant concentration in the representation of Delaware financial institutions. He has represented Delaware Banks with regard to the gamut of emergent federal and state regulatory and tax issues. He also serves as a registered legislative agent before the Delaware General Assembly on behalf of bank and other financial services clientele. Mr. Swayze is a member of The Association of the Bar of the City of New York and the Banking and Environmental Law Committees of the Delaware State Bar Association. He is admitted to practice in Delaware.

Mr. Swayze has testified frequently before the Banking Committees of the Delaware Senate and House of Representatives on legislation and has also been retained as an expert in judicial proceedings regarding the regulation and taxation of banks and various financial services.
He currently serves by appointment of the Governor and the Mayor of Wilmington respectively on the Delaware Economic and Financial Advisory Council (DEFAC) and the Wilmington Economic and Financial Advisory Council (WEFAC). He served as Chairman of the Board of Downtown Visions, Wilmington’s Business Improvement District Corporation, and by appointment of the General Assembly as Chair of the Delaware Sentencing Research and Evaluation Committee. He is a past Chairperson of the American Red Cross of the Delmarva Peninsula. Mr. Swayze served on active duty as an officer with the 4th Infantry Division of the United States Army from 1970 to 1972.

Rep. S. Quinton “Quinn” Johnson is a member of the Delaware House of Representatives for the 8th District, which includes the greater Middletown area. He was elected as the 8th District representative in November 2008. He serves as co-chair of the Joint Finance Committee, Chair of the House Appropriations Committee, Chair of Energy Committee, and is a member of the House Economic Development Committee, Revenue and Finance, Agriculture, and Veterans Affairs Committee. He is also a chair of the Small Business Caucus, and served on several Task Forces related to the States revenue portfolio. He served six years as co-chair of the Capital Infrastructure Committee, six years on the Port of Wilmington Board of Directors as well as Riverfront Development Corporations board.

Rep. Johnson earned a Bachelors of Science from the Salisbury State University Perdue School of Business. He is also a Small Business owner. In 1992 he and his wife purchased their first house where they turned their garage into an in home Early Childcare program having 1 employee and cared for 6 children. Two years later Tender Loving Kare Child Care and Learning Center, a 1600 sq ft, 35 child facility, was purchased. Both programs ran simultaneously for over a year, until the first expansion at TLK allowed for the two programs to combine. In the following years, due to several expansions and the addition of sites in Middletown and Smyrna, the TLK organization now employees 135 people and cares for over 750 children.
