Tech Council of Delaware (TCD) Board of Directors Names Joshua Berkow Chief Executive Officer

WILMINGTON, Del. (January 6, 2026) — The Tech Council of Delaware’s Board of Directors announced that Joshua Berkow has been named Chief Executive Officer, effective January 5, 2026. Berkow has served as Interim CEO since October 2025.

Berkow joined the Tech Council of Delaware in 2022, leading operations and positioning the Council for its transition to an independent nonprofit. Over the past two months, he has provided clear strategic and operational leadership, strengthened key relationships across Delaware’s tech and workforce ecosystem, and helped sharpen the Council’s near-term priorities as it builds momentum for its next chapter of growth.

“Josh stepped into the Interim CEO role at an important moment for the organization and quickly brought focus, consistency, and forward motion,” said José M. Colón, Chair of the Board of Directors. “The Board has strong confidence in Josh’s ability to lead the Council going forward—building new partnerships, advancing a clear vision, and positioning the organization for long-term sustainability and impact across Delaware.”

Berkow brings two decades of experience across the private, public, and nonprofit sectors, with prior leadership roles at Morgan Stanley, Capital One, the Delaware Office of the State Treasurer, and OneMain Financial. A University of Delaware graduate, Berkow previously served on the UD Lerner College Alumni Advisory Board for 10 years and was recently appointed to advisory boards for the Delaware Small Business Development Center (SBDC) and the University of Delaware FinTech Innovation Hub.
